Explanation of above estimates (including long-range effect):


Historically, the State Fire Marshal's Office has attempted to enforce the various mandates in either statute or by Legislative rule with a limited amount of funding and staff. The sheer complexity and additional obligations imposed by this bill will drastically impede and hamper the agency's ability to perform its historical tasks of: code adoption and enforcement, arson detection and enforcement and the administration and enforcement of the various regulatory programs assigned. Without a dedicated funding source, the agency will need to hire additional professional auditing and accounting ataff along with various performance analysts to adequately satisfy the intent of this bill. In short, the agency does not have the staffing or the expertise in these matters that this bill would impose without either sacrificing some, if not most of its current obligations and/or hiring a substantial amount of additional personnel.
