Explanation of above estimates (including long-range effect):


The purpose of this bill is to authorize the School Building Authority to expend major improvement project funds for vocational programs at comprehensive middle schools; to provide funding for comprehensive middle schools that include comprehensive career technical education facilities when approved by the authority and which meet the authority’s required efficiencies; to provide technical assistance to county boards in developing plans for the construction of comprehensive career technical education facilities; and to consider funding such facilities based on statutorily specified criteria. Since the bill does not require the State to provide any additional funding to the School Building Authority for the construction of such facilities, there would be no additional cost to the State. The inclusion of these additional eligible projects in the application process, however, would increase the total number of projects that could be considered for funding, and thus make the process even more competitive.
