This bill authorizies the West Virginia Supreme Court of Appeals to hire permantent full-time or part-time mental hygiene commissioners in judiial circuits that have extensive mental hygiene, guardianship and conservatorship caseloads as salaried employees when it is economically advisable.

Explanation of above estimates (including long-range effect):
This bill would reduce the cost to the state for privately contracting with lawyers that act as mental hygiene commissioners. In circuits where such a hire would be economically beneficial, we estimate a cost savings of at least $13,718.50 per commissioner annually. We are unsure how many circuits would benefit from this legislation. Therefore, it is impossible to know the overall cost savings to the state at this time.
