Explanation of above estimates (including long-range effect):


The number of signs to be erected are unknown. The average Sign Board will last approximately 10 years; DOH Cost Per Sign Board: Fabrication & Erection of TODS Sign Board $400.00 Fabrication & Erection of each TODs 600.00 (4 Per Panel X $150) $1000.00 Total Cost Per TODS Panel New Fees Per Total Sign Board: Application Fee ($25 x 4 TODS) $100.00 Initial Permit Fee ($150 x 4 TODS) 600.00 Renewal ($50 X 40 TODS) 200.00 Total Per TODS Sign Panel $900.00 After initial installation, replacement of TODS Sign Board will be at the cost of the applicant.



Memorandum


The DOH currently has a Federal TODS program that is used on US and WV routes. Issues with the bill: 1. The DOH current local TODS programs is called the Specific Motor Services Signing Program and is utilized on two lane roadways (US and WV routes). The current program is used in places where outdoor advertising is limited or unavailable. 2. The current fee structure under the existing program requires the applicant to pay a total of $375 for providing 3 years of motorist service signing, fabrication and installation. Thereafter, the applicant renews the application for a subsequent three year period for a total of $225. 3. In comparison, the proposal’s fee structure contains $325 in initial fees for the same three year period. Subsequent renewals for a three year period is $150. The DOH does not have an application fee and only requires money if determined eligible and AFTER installation. In the legislation, the applicant has money out-of-pocket before being accepted into the program. 3. The DOH current program is also used for trail blazing on rural routes from interstate LOGO program. 4. It appears that this bill will extend to county routes where right of way is extremely limited, having sign width requirements could present problems to the agency. The current program allows for 2x2 signing where physically constrained. 5. The DOH does not differentiate between franchise and local entities. Additionally, the bill requires a major portion of the applicant’s income to be from outside the area. Currently the DOH allows a 50 mile radius whereas the proposed bill allows 20 miles. 6. The bill requires .10 thickness of aluminum whereas the DOH uses .08 thickness along with other details such as sign height, lettering, etc. The agency questions whether engineering requirements should be codified. 7. The current program, for safety reasons, only allows for three signs whereas the proposed program designates four signs per panel. 8. After initial installation, replacement of TODS Sign Board will be at the cost of the applicant. In the current program, the DOH replaces the sign one time per year, if needed. 9. The DOH does not feel the legislation is needed since a program is in place.
