Explanation of above estimates (including long-range effect):
The purpose of this bill is to create the Local Solutions Dropout and Prevention Pilot program to reduce the number of high school dropouts in West Virginia.
The bill requires the development and maintenance of a comprehensive statewide individual student data system, as a part of the high quality digital learning program set forth in WVC §18-2-38. The bill requires that such data systems are updated and robust to inform longitudinal management decisions, accountability and instruction.
The bill also proposes the creation of a special revenue fund to be known as the “Local Solutions Dropout Prevention and Recovery Fund”. The bill does not specify any specific amount of state funds be appropriated to the fund.
The estimated cost to the State to develop and maintain a comprehensive statewide individual student data system is $1,200,000 annually. Since the bill does not specify a specific amount to be appropriated to the special fund, the cost for this would be whatever is appropriated for this purpose each year, but the amount appropriated would be an additional cost to the $1,200,000 to maintain the student data system.
