It is unclear what fiscal impact this bill could have the costs and revenues of state government because it only affects 1 current enforcement agent and 9 Inspectors. The bill would not provide civil service coverage to the Enforcement Director.

It is unclear what fiscal impact this bill could have the costs and revenues of state government because it only affects 1 current enforcement agent and 9 Inspectors. The bill would not provide civil service coverage to the Enforcement Director.
The bill could allow exempt or will and pleasure employees to automatically become civil service without having met the civil service testing and qualification requirements as designed by the WV Division of Personnel classification system.
This bill could create a precedent that the Legislature could approve legislation that circumvents the established WV Division of Personnel classification system of testing, evaluation and qualification processes to select qualified candidates for various posted positions throughout the state.
