Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to reform the vital statistics procedures related to fetal death, spontaneous fetal death (stillbirth), and induced termination of pregnancy resulting in live birth. This bill may be referred to as "the Grieving Parents Act" or "Bobby's Law".
The estimated cost to the Department to create a new reporting system and promulgate rules for "the Grieving Parents Act" would be minimal and can be absorbed within current funding.

Revenues are based on experience from other states, indicating that the utilization for such certificates is low.
Memorandum
The language in the bill uses terminology inconsistent with other Code sections in ยง16-5-1 et seq making it difficult to tell exactly what is expected.
There is currently a procedure in place to provide the paperwork necessary to allow for the burial of a stillborn child at any weight or gestational stage. Additionally, there are numerous technical errors which we can share with legislative counsel.
