Effect this measure will have on costs and revenues of state government.
In order to implement this proposed legislation, the costs associated will include:
Two personnel to issue permits and track qualifications;
Redesigning the software used to track and issue permits;
Annual mass mailing to determine permit eligibility;
Two officers to staff the gun range for at least 2 days for
qualification purposes.

Explanation of above estimates (including long-range effect):
From the WVSP standpoint, the effect of this legislation would be to allow a retired or disabled member to possess both a Superintendent’s Authorization and a LEOSA and both would be valid simultaneously. Because both have different expiration dates and it is necessary to enter the permit information in to the automated system accessible to in-state and out-of-state, the system must be re-designed to allow for multiple valid concealed weapon permits. The current system only allows the return of a single valid weapon permit at one time. The multiple issuances of permits also causes additional clerical tasks necessary to track qualification, eligibility and expiration of different types of permits. The required annual mailing also requires a clerical staff to perform as the WVSP currently has approximately 550 retired/disabled members eligible for the permits. Due to the codification of a requirement to allow qualification opportunities, this requires our personnel, at a minimum of 6 range officers for 2 qualification days to staff our range.
Memorandum
The issuance of qualification cards and LEOSA ID’s is not addressed. This will result in a fiscal impact on some agency that must issue the various required ID’s under LEOSA.
