Effect this measure will have on costs and revenues of state government.
The stated purpose of this resolution is to restrain the growth of government by limiting the amount of revenue and expenditures.
As written, this resolution proposes an amendment to the Constitution of the State of West Virginia to be submitted to the voters of the State at the next general election to be held in the year 2012. Passage of this resolution, in and of itself, will have no impact on current State and local revenue. However, the proposed Amendment has a number of provisions related to revenue and expenditures that would become effective if the proposed Amendment is subsequently ratified by voters. Due to the number and magnitude of potential revenue and expenditure provisions that would be triggered by adoption of the proposed Amendment, the State Tax Department is unable to accurately estimate, during a normal Legislative session, the potential revenue or expenditure impact associated with adoption of the proposed Amendment. Additionally, the State Tax Department is unable to accurately estimate the additional administrative costs associated with adoption of the proposed Amendment.

The stated purpose of this resolution is to restrain the growth of government by limiting the amount of revenue and expenditures.
This resolution proposes an amendment to the Constitution of the State of West Virginia. While proposed Amendment is supposedly new, the resolution uses strikethrough marking to delete some language. The resolution uses a number of terms without providing adequate definitions of the terms. Additionally, the resolution contains a number of references to calendar year 2010 which could have unintended consequences.
