Explanation of above estimates (including long-range effect):


The purpose of this bill is to create the Local Solutions Dropout and Prevention Pilot program to reduce the number of high school dropouts in West Virginia. Total estimated cost to the State for 2011 is: $2,230,000 consisting of: • Develop statewide student profile system to include early warning indicators for at-risk students; establishing pilot sights to test individual statewide student profile system; Design of early warning system $1,200,000 for the development of the system and rollout; • Providing application process for schools, groups of schools or school districts to become designated dropout prevention and recovery pilot projects, the development of the policy, on-going monitoring of the proposed sites and provide the Legislature with annual reports: Approximate cost of .12% FTE $15,000 per year and thereafter. • Pilot sites to be selected will receive approximately 1,000,000 annually for three years • Requiring the State Board of Education to evaluate the project: 12% of an FTE approximate cost $15,000 per year and thereafter. Total estimated cost for 2012 and thereafter is: $1,030,000
