Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to authorize a special registration plate for persons who are deaf or hard of hearing. This bill establishes a one time fee of $10.00 to cover the cost of issuance of the plate and an annual fee of $10.00 for each plate. These fees are in addition to the regular annual registration fee. Based on relatively few persons with this disability who have chosen to have this designation on their driver’s license, and the lack of inherent parking or other privileges associated with the plate, the Division estimates that less than 25 persons who qualify would choose the plate. The Division has been paying $8.30 for special plates, plus $5.00 for administration cost. Total cost to issue this special plate is $13.30 per plate, or $332.50. Revenues generated from this plate, based on an estimated number of 25 registrations, will be $500 the first year, and $250 in subsequent years. All revenues generated by this bill will be deposited to the State Road Fund.
