The DOH is incurring tremendous cost to repair roads damaged by the heavy vehicles used to drill oil and gas wells. The legislation codifies that the DOH has the authority to enter into agreements, with bonding, with the developers to offset the maintenance cost.

No cost to the DOH.
With passage of the legislation, the ability of the agency to protect the roads and citizens is codified. Repair of damages will be by the developer, the DOH with repayment by the developer, or by the bond.
