Effect this measure will have on costs and revenues of state government.


This bill requires that WVCHIP, as well as PEIA and other commercial insurers within the State of West Virginia, provide coverage for the prevention, early detection, diagnosis and treatment of autism spectrum disorder and other autism related disorders. WVCHIP covers approximately 24,400 children per month (around 38,000 children per year) and estimates the prevalence of autism at 1.28% of children within the program - approximately 312 children. Of these 312 children, it is estimated that 140 are severe cases under the age of 8 at an average cost to the program of $37,800 for SFY 2012; $41,580 for SFY 2013; and, $45,738 for SFY 2014. WVCHIP also estimates that 172 autistic children over the age of 7 will cost an average of $8,400 for SFY 2012; $9,240 for SFY 2013; and $10,164 for SFY 2014. Total costs of this bill to WVCHIP are estimated to be $6,736,800 in SFY 2012 ($5,445,355 federal funds and $1,291,445 state funds); $7,410,480 in SFY 2013 ($5,989,891 federal funds and $1,420,589 state funds); and, $8,151,528 in SFY 2014 ($6,588,880 federal funds and $1,562,648 state funds). Costs assume the Federal Fiscal Year 2012 match rate of 80.83%.

Explanation of above estimates (including long-range effect):

Memorandum


WVCHIP is not sure the impact HB 2693 will have on its current program. Per current statute at 5-16b-6(c)(3), enrollment of children without insurance is to take precendence over enhancing benefits available under the program. The fiscal impact of HB 2693 would definitely hinder the program's ability to cover the largest number of children it can with its available funding. The additional costs of services outlined in this bill equal the costs of allowing 3,743 children to access services under the program's current benefit structure in keeping with the original intent of 5-16b-6(c)(3).
