Effect this measure will have on costs and revenues of state government.
There are 3,300 sex offenders registered in WV. This grows by about 400 annually. Registration and verification of sex offenders occurs every month due to the requirement in state law that the offender must register and verify sex offender information during their birth month. In addition to the annual registration and verification, offenders are required to report a change in registry information, offenders released from incarceration must be registered, as well as updating those who relocate, whether instate or out of state. All of this must be physically verified by a trooper.
We estimate about 18,000 transactions will occur on an annual basis, which will generate about $450,000 annually. However, we also estimate that it will require a significant increase in staff to collect this fee and meet the requirements of this proposed legislation.

Explanation of above estimates (including long-range effect):
The increase in staff needed to meet this proposed legislation will consist of 10 troopers statewide to track down and obtain warrants for sex offenders who have not paid their $25 fee within the 60 day timeframe; 2 Accounting Tech II's to account for the revenue collection; 2 Office Assistant II's to assist detachment secretaries in tracking the paid and uppaid fees and one Supervisor 1 position to oversee and supervise the staff. Current staff cannot absorb these additional duties.
