Effect this measure will have on costs and revenues of state government.


The calculations for this fiscal note are based upon FY 11 salary levels for 702 funded trooper positions, excluding the Superintendent's position, whose salary is set by statute. This proposed legislation will increase the annual costs of state government by $6,469,152 effective with FY 12 and will be a recurring cost.

Memorandum


This proposed legislation changes the statutory salary scale with effective dates of July 1, 2009 and July 1, 2010 which equates to a retroactive salary increase, which is contrary to law and also creates an unfunded mandate. The calculations used to determine this cost are based upon the July 1, 2010 proposed salary scale with an effective date of July 1, 2011. Funds Affected: 0453-001, 0453-010, 0453-605, 0453-090, 6501-001, 6501-010, 6505-099 and 8741-096.
