Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to exempt from payment of the annual motor vehicle registration fee license plates issued to recipients of the Navy Cross, Distinguished Service Cross, Distinguished Flying Cross, Air Force Cross, Bronze Star, or the Silver Star. During FY 2010, the Division renewed 3,772 military-themed license plates. The Division estimates that out of the 3,772 renewed plates the six aforementioned license plates would represent 830 plates. The annual fee charged for a class A passenger car license plate is the $28.50 registration fee, a $1.00 litter fee, and a $.50 insurance fee. Since this bill exempts holders of the listed military-themed plates from the registration fee for a second plate, the estimated total loss of revenue for the State Road Fund is $23,655. This loss estimate assumes that all registrants will apply for a second plate. Owners of these plates would continue to pay the $1.00 litter fee and the $.50 insurance fee. No additional cost is associated with this bill.
