The impact of passing this bill would decrease the West Virginia Regional Jais and Correctional Facility Authority revenue collections by $457,670.80 for fiscal year 2012 and beyond. This decrease would need to be offset with a general revenue budget of $475,000 or an increase in the per diem of $.32 per fiscal year.

Explanation of above estimates (including long-range effect):


The West Virgina Regional Jail and Correctional Facility Authority had 18,757 billed days for inmates that were incarcerated for less than 24 hours. Our Per Diem for fiscal year 2011 and 2012 is $48.80. Revenue 18,757 * $48.80 = $915,341.60 / 2 (1/2 of Per Diem)= $457670.80 $915,341.60 collected if billed for full day $457,670.80 collected if billed 1/2 day $457,670.80 Lost Revenue
