Effect this measure will have on costs and revenues of state government.
The passage of this bill will increase the West Virginia Regional Jail and Correctional Facility Authority budget in the amount of $6,045,000.00 for 930 filled FTE's (as of 01/4/11) during Fiscal Years 2012 to 2014 to fully fund this legislation. $2,015,000.00 per fiscal year (2012, 2013 and 2014).

Employees: 930 Filled FTE’s as of 01/04/11
(24 Appropriated Special Revenue Fund 6675 and 906 Other Special Revenue)
Salary Increase: $5,000
Personal Services:
Appropriated Special Revenue Fund 6675 (5000*24) = $120,000
Benefits (30%) = $36,000
Other Special Revenue (5000*906)= $4,530,000
Benefits (30%) = $1,359,000
Total $6,045,000
$2,015,000 for FY 2012; $2,015,000 for FY 2013, $2,015,000 for FY 2014
To keep the per diem rate at the current level of $48.80, the Authority would require General Revenue funding in the amount of $2,015,000 for fiscal year 2012. An addition, $2,015,000 will be required in FY 2013 and FY 2014. Without General Revenue funding, the Authority may have to increase the per diem rate by $1.37 for FY-2012 and approximately $1.37 per year for FY 2013 and FY 2014.
Memorandum
This legislation refers to salary increases, but is our intent to also submit this monetary upgrade for entry salaries to the WV Personnel Board for the West Virginia Regional Jail and Correctional Facility Authority if this legislation is enacted.
