Effect this measure will have on costs and revenues of state government.


The proposed legislation is expected to have a negligible effect on costs and revenues. In a typical year, DEP will identify an average of 134 sites throughout the State that consist of at least 25 tires, but fall short of the 100-tire minimum currently required to initiate remediation. Based on historical data, remediating all such sites would likely result in the removal of approximately 7,051 tires. In 2010, between clean-ups and sponsored collection events, DEP disposed of 347,333 tires; 408,024 tires in 2009 and 446,382 tires in 2008. Given such a large annual volume, the removal of an additional 7,000 tires could be efficiently accomplished within DEP's existing framework at little or no increased cost to the State.
