Effect this measure will have on costs and revenues of state government.


As of June 30, 2010 the WVDOC had 39 individuals incarcerated with 3rd Offense Shoplifting as their most serious crime and 14 with 2nd Offense Petit Larceny as their most serious crime. The average cost per inmate during FY 2010 was $24,266. If those offenders had not been incarcerated for that year the State of West Virginia could have saved up to $1,286,098 during that single year alone ($24,266 x 39 + 14 = $1,286,098). Furthermore, these savings would continue into future years as these offenders would no longer be sentenced into WVDOC custody. In addition, if approximately 50 WVDOC beds were emptied because of this change it would reduce the backlog of inmates in the Regional Jails in a similar manner leading to more cost savings in reduced jail bills for Corrections.
