Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to require compulsory comprehensive health screening for students entering public school for the first time in this state and students entering third, sixth and ninth grades. Use of developmental screening for determination of advanced abilities is eliminated. As written, this legislation will have no fiscal impact on the Department of Health and Human Resources, as it is being funded by the WV Children's Health Insurance Program.

Memorandum


While the Department of Education indicated increased costs for screenings by Medicaid, etc. the costs of these services to Medicaid is only the federal share as the county school boards certify the match. Therefore, there is no increased state cost to Medicaid.
