Explanation of above estimates (including long-range effect):
The purpose of this bill is to require a $2,000 salary supplement be paid to teachers, principals and assistant principals that are assigned to schools with a student population that is considered to be high poverty or high minority and a $5,000 supplement to teachers teaching in a documented area of shortage in math and science in those schools, but these teachers are not to receive both supplements. The bill also provides for monetary incentives for teachers, principals and assistant principals whose students meet goals for student growth during the preceding year. The bill also authorized county board to provide county supplements for the same purposes.
The cost estimates were based on the following facts and assumptions:

Since the multiple student growth goals have not been developed as of yet, the number of teachers whose students will meet those goals cannot be determined, however, a low and high estimate is provided, with the low estimate being based on the assumption that half of the classroom teachers employed (50%) will be eligible for the growth supplement and the high estimate based on the assumption that all classroom teachers (100%) will be eligible for the growth supplement.
