Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


This bill expands the current "Kids First" compulsory comprehensive health screening for children entering Kindergarten to those children also entering the 3rd, 6th, and 9th grades. Just as in the current model, WVCHIP will pay for those exams performed on uninsured children, as well as those exams for children enrolled in WVCHIP. WVCHIP's budget already includes amounts for comprehensive exam coverage for all ages, therefore no amounts for those exams are reflected in this fiscal note. Assuming an average of 22,000 children enrolled in each grade, a total of 66,000 are expected to be enrolled in the 3rd, 6th, and 9th grades annually. This projection assumes that 5% of children are uninsured - 3,300 - and of those 2,198 (about 2 out of 3) would be eligible for coverage under either WVCHIP or Medicaid(costs for these children are included in the current WVCHIP budget). The cost to cover the exam for the remaining 1,102 children that are estimated to be uninsured is $121,220 - $98,515 federal and $22,705 state. WVCHIP has sufficient funding to cover the additional costs and would need no additional state funding.
