Explanation of above estimates (including long-range effect):


The purpose of this bill is to implement the High School Graduation Improvement Act, which includes: (1) the continued exploration of diverse instructional delivery strategies to accommodate various learning styles that will focus on a statewide dropout intervention and prevention program to provide support for students having academic difficulties; (2) implementation of a statewide general credit recovery program; (3) improving the way career-technical education is offered; (4) creation of up to five additional juvenile drug courts; (5) investment of additional state funds and other resources in strategies and programs that engage disconnected and discouraged students in a positive learning environment, and; (6) development of plans by the various county boards that demonstrate how they will use available funds to implement the intent of the Act. The bill also increases the allowance for alternative education (safe schools) from $12 per net enrollment student to $18 per student. In addition, beginning with the students who are freshmen during the 2011-12 school year, the bill increases the compulsory attendance age to 17 years of age. The estimated cost of the bill to the State is $2,181,720 for the 2010-11 year and thereafter, consisting of the following individual costs: • Increase in the allocation for alternative education $1,681,720 • Creation of 5 additional juvenile drug courts ($100,000/court) 500,000 Total for the 2010-11 year $2,181,720
