Effect this measure will have on costs and revenues of state government.
This measure would have the effect of reducing the per-diem revenue and the Jail Processing Fee revenue of the RJA. It could also affect miscellaneous revenue of the jails, such as telephone and commission revenue. This measure would cause less money from the Jail Processing fees and miscellaneous income to be available for paying expenses and debt service payments. This would affect the bond rating if the RJA does not have adequate funds to pay the debt service payment. Due to the reduction in billed days, this measure could cause an increase in the per/diem rate in the years after the measure would come into effect.

Explanation of above estimates (including long-range effect):
These coses are based on the premise that all counties and municipalities would operate their own facilities pursuant to the legislation allowing counties and municipalities to detain inmates for a period of 14 days or less in county and municipal facilities. The potential revenue that would be lost to the RJA would be the per-diem fee, which would be $48.80/day in FY 2011 times the number of per-diem billing days that would be lost due to this measure. In FY 2009 the number of days that were billed to Counties for inmates held 14 days or less was 89,757. The potential loss would amount to:
89,757/Billable Days X $48.80/Per Diem = $-4,380,142
In addition the $30 Jail Processing fees would also be lost to the RJA for inmates detained in county and municipal facilities. The number of inmates that were held 14 Days or less from county and municipal facilites in FY 2009 were 30,741. The potential loss of the $30 fee would be:
$30.00/Jail Processing Fee X 30,741/Inmates Processed = $-922,230
