Effect this measure will have on costs and revenues of state government.
This bill would increase the annual increment pay from $60.00 to $100.00 for all eligible employees based upon their years of service. The bill also changes the eligibility from three years to one year of service. Based upon the budgeted filled annual increment positions as of December 2009, the cost to the State would be $18,740,210.

Explanation of above estimates (including long-range effect):
The total increase in personal services would be an ongoing cost to the State. The costs would increase each year based upon the number of new eligible employees and the number of retiring staff each year.
Memorandum
The bill contradicts itself. Under section (a) it states the employee must have three years of service and in section (b) it states only one year.
