Effect this measure will have on costs and revenues of state government.
Senate Bill 659 would provide non-resident students of military personnel up to one year resident tuition rates and be eligible for state funded student financial aid, grants and scholarships while residency is being established in West Virginia.
Although Policy Commission staff cannot project the level of interest, Senate Bill 659 creates an incentive for military families with college-aged children to relocate to West Virginia. The potential impact on state-level financial aid programs could be substantial as state financial aid programs are funded based on calculations of resident demand.
