Fiscal Note Summary

Effect this measure will have on costs and revenues of state government.

The stated purpose of this bill is to provide a minimum share of coalbed methane severance tax revenue to be distributed to producing counties in an amount at least equal to the share received by nonproducing counties. As written, this bill proposes a change in the allocation to producing and nonproducing counties of the Severance Tax attributable to coalbed methane. The changes to the bill are merely to provide a more equitable allocation of designated revenue. While there may be some minor changes in the allocation of revenue among counties, passage of the bill will not result in any change in total designated revenue. There would be no additional administrative costs to the State Tax Department associated with passage of this bill.
