Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The following figures are based on raising Annual Increment from $60 per year to $100 per year and also making state employees eligible for Annual Increment after one year of service instead of three years of service. In addition, they are calculated from Budgeted Filled Annual Increment positions as of December 2009 (FY2010). General Revenue Annual Increment (increase $60 to $100 after 1 year of service) would cost in increment dollars $6,686,720. In addition, the benefits (20%) associated with that figure would be $1,337,344 for a total of $8,024,064. Special Revenue and Other Special Revenue Annual Increment would cost in increment dollars $8,930,121. In addition, the benefits (20%) associated with that figure would be $1,786,025 for a total of $10,740,146. The total cost for 1.) General Revenue and 2.)Special Revenue and Other Special Revenue would be $18,740,210. There would also be an additional cost for the second year implementation which is not calculated here.

Explanation of above estimates (including long-range effect):


Total increase in personal services (including benefits) would be an ongoing cost to state government each July for the payment of Annual Increment and associated benefits. Costs would increase(decrease) each year based upon the number of newly qualifying staff for the Annual Increment and the number of retiring staff each year.
