Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to create a new special revenue fund entitled the Department of Heath and Human Resources Safety and Treatment Fund, which was previously administered by the Division of Motor Vehicles. The bill transfers the authority to collect fees and spend money from the new fund to the Department of Health and Human Resources, and to authorize the Department of Health and Human Resources to administer the fund. The bill also authorizes the Division of Motor Vehicles to transfer the balance of the Safety and Treatment Fund from the Motor Vehicle Fees Fund to the newly created fund and to transfer any property and records from the Safety and Treatment Program to the Department of Health and Human Resources.

Explanation of above estimates (including long-range effect):


The terminology used in this bill, as introduced, states that “Upon passage of this section, The Division of Motor Vehicles will transfer all moneys contained in Motor Vehicles Fees Fund to the new Department of Health and Human Resources Safety and Treatment Fund”. The Motor Vehicles Fees fund has a balance of approximately $8 million. This came from various programs and is dedicated to the administration of those programs. The Division will transfer the balance of the Safety and Treatment Program, which is contained in the Motor Vehicles Fees Fund. The balance of the Safety and Treatment Program is $250,000.
