Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to opt out of federal law restrictions on eligibility of persons convicted of drug-related felonies from receiving the benefits of certain federally funded programs, namely any state program funded under part A of title IV of the Social Security Act, the benefits of the food stamp program, or any state program carried out under the Food Stamp Act of 1977. As written, the proposed legislation will have no impact on the Department of Health and Human Resources. Title 21 United States Code (d)(1)(A) states that - "A state may, by specific references in a law enacted after August 22, 1996, exempt any or all individuals domiciled in the State from the application of subsection (a) of this section", allowing states to limit or remove ban of those denied due to certain drug-related convictions.
