Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
At present, $4.7 million is being tranferred from the Tourism Promotion Fund to the Courtesy Patrol Fund each fiscal year. Over the past two fiscal years the Courtesy Patrol program has used on average approximately $3.7 million for the operations of the Courtesy Patrol program, leaving a balance in the fund at the end of each fiscal year of approximately $ 1,000,000. SB368 gives the Divison of Tourism the authority to transfer any remaining unused funds at the end of each fiscal year from the Coutesy Patrol Fund back to the Tourism Promotion Fund. We estimate transferring approximately $1,000,000 back to the Tourism Promotion Fund each year to be used for the Tourism Promotion Fund grant program.

Explanation of above estimates (including long-range effect):
While meeting the obligations of the Courtesy Patrol program, SB 368 will increase investment back into the Tourism Promotion Fund grant program by approximately $1,000,000 per year, contributing to the overall economic impact to the State. In 2008, the Tourism industry created an economic impact to West Virginia totaling $4.38 billion in direct travel spending, $544 million in state taxes, 44,000 jobs and $912 million in earnings.
