Effect this measure will have on costs and revenues of state government.
The effect on State government costs is indeterminable since this office does not have the historical information related to workers compensation claims related to these types of injuries. There may be an increase in workers compensation premiums and payments based on the insurance commissioners findings under the provisions stipulated in section (h)(2).
There may be an increase in premium costs for the local municipal governments and/or volunteer fire departments since the benefits are extended to the volunteer fire departments.

Memorandum
Section (h) (2) requires the Insurance Commissioner to file a report with the Joint Committee on Government and Finance no later than December 1, 2009. It would seem that this is either unnecessary if the report was already filed or the date needs to be modified if it has not been filed.
