Effect this measure will have on costs and revenues of state government.
HB 4155 proposes the Offices of the Insurance Commissioner (OIC) to establish the criteria and rules for a Volunteer Firefighters Length of Service Awards Program. The cost to implement the program by the OIC is estimated at $5,000 and $5,000 annually for future program administration.
The proposal redirects the estimated $2,500,000 in annual revenues from the Teachers Retirement System Reserve Fund to the Fire Protection Fund in order to provide funding for the Volunteer Firefighters Length of Service Awards Program.

Explanation of above estimates (including long-range effect):
It is estimated that $5,000 of current personnel resources will be incurred for criteria and rule development of the program.
Once rules are developed and criteria established it is projected an annual cost of $4,000 of personnel resources to administer the program and $1,000 in current expense cost for forms creation and general expenditures.
The structure of the criteria and rules will materially impact the actual costs of administering the program.
