Explanation of above estimates (including long-range effect):
It is anticipated that the sale of shipper's permits could not be implemented prior to fiscal 2011. There are approximately 2300 shipper sites in West Virgina. At $100 per shipper permit per site the anticipated annual revenue is $23,000.
