Effect this measure will have on costs and revenues of state government.


Fiscal Note. $642,350 This bill mandates that the faculty members who are appointed to the State Advisory Council of Faculty and the Chairs of the Faculty Senate or Assembly at each institution receive at least a three credit hour load reduction while serving. The average faculty salary for the four-year institutions is $64,304 for teaching 12 hours on average per semester, and $46,480 for the two-year institutions for teaching an average of 15 hours per semester. In addition, a classified employee chosen by the Advisory Council of Classified Employees from its members would also serve on the Commission. The bill does not provide for a classified employee to serve on the Council. While there would be additional expense for travel and lodging, staff estimates these costs would be minimal and estimates $1,000 for each member.

Explanation of above estimates (including long-range effect):


Explanation of above estimates: There are 13 representatives to Advisory Councils of Faculty for the four-year institutions including a council for Potomac State College, West Virginia University Institute of Technology and the Robert C. Byrd Health Science Center and 10 representatives for the two-year institutions. There are also 10 Faculty Senates or Assemblies for the four-year institutions and 10 Faculty Senates or Assemblies for the two-year institutions. There could be a maximum of 43 individuals eligible to claim the three hour course load reduction. If all 43 did so, the maximum fiscal impact would be $556,000 for salaries, $83,350 for benefits plus approximately $3,000 for travel costs to meetings, making the total $642,350.
