Effect this measure will have on costs and revenues of state government.
There are approximately 7,000 members of the West Virginia National Guard and 16,605 reserved members of all military branches residing in West Virginia. National studies indicate that approximately 26.83% of the adult population in the United States actively camp in developed recreational areas. It is logical to assume that this same percentage applies to West Virginia. This means approximately 6,333 military personnel would take advantage of this opportunity.
Assuming an average rental fee of $20 per night per site and considering the fact that the average length of stay at a West Virginia state park campground is seven (7) nights, the maximum lost revenue of a 50% discount ($886,620 ÷2), if this legislation were enacted, would be ($443,310.00).
