Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to require the Division of Motor Vehicles to affix to a driver’s license or identification card a sticker or endorsement that an individual is authorized to carry a concealed weapon.
This bill does not provide for any additional revenue to pay for placing the gun permit endorsement on a license.
The Division performed a survey of five County Sheriff’s to determine the number of possible participants. The range in our county survey was a low of 15 permits issued monthly and a total of 673 active permits to a high of 250 permits issued monthly and approximately 7,260 active permits.
The Division estimates that based on the survey that approximately 10,000 - 30,000 new permits are issued annually.
The cost to the Division will include changes to the driver license issuing software, changes to the driver license data base, cost of a duplicate license and staff time.
Since this bill requires that the gun permit endorsement to be placed on the license a $5.00 fee will be charged for a duplicate license.
The first year cost will include all new applicants plus those who have an active concealed weapons permit. Based on the survey of County Sheriffs, the Division estimates that there are approximately 40,000 active concealed weapons permits in West Virginia.
The estimated first year cost is $235,000.
