Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to provide increases in compensation for employees of the Mildred Mitchell-Bateman Hospital and the William R. Sharpe, Jr. Hospital by: (1) $2,000 on July 1, 2009; (2) $2,000 on July 1, 2010; and (3) $1,000 on July 1, 2011. The Department of Health and Human Resources estimates the fiscal impact to the Bureau for Behavioral Health and Health Facilities (BHHF) to be approximately $1,848,349 in FY2010 and FY2011 and approximately $924,174 in FY2012. This cost includes the increase to salaries and the resulting increase in fringe benefits as well. These expenditures will be from general revenue dollars.

Explanation of above estimates (including long-range effect):


The total cost to the Bureau for Behavioral Health and Health Facilities in FY2010 and FY2011 of $1,848,349 is based upon the following: 755.6 FTE's (430.6 at Sharpe and 325 at Bateman) * $2,000 = $1,511,200. Benefits of $337,149 were calculated as follows: FICA, retirement, and workers' compensation at 22.31% of personal services. The proposed increase for FY2012 yields an increase in salaries of $755,600 (755.6 FTE's * $1,000) and benefits of $168,574.



Memorandum


This bill only included William R. Sharpe, Jr. Hospital and Mildred Mitchell-Bateman Hospital. It did not mention the Transitional Living Facility located on the grounds of Sharpe Hospital so those FTE's were not included in the calculation. Also, with the addition of 20 beds at Bateman and 50 beds at Sharpe, the total FTE's for these facilities will increase. This increase was not taken into account.
