Effect this measure will have on costs and revenues of state government.


This bill proposes to increase base salary for WVABCA Inspectors and Enforcement Agents. Based on the propsed amounts and the current WVABCA enforcemnet personnel. This bill would decrease revenues to the State in the amount of $456,442.00 in straight salary and this number does not include PERS and PEIA contributions and employer payments to BrickStreet and unemployment taxes as well. All of the other considreations would push the number or cost to the State likely north of $550,000.00.

Explanation of above estimates (including long-range effect):


The bill would raise enforcement agents and inspectors salaries and would aslo result in increase for PEIA, PERS and other employer contributions.



Memorandum


Other employees at the WVABCA would be negatively impacted by the raising of some WVABCA employees slaries and not others. Also note the Inspector classification is a statewide Division of Personnel classification and would affect Inspectors in agencies beyond the WVABCA. You may ask the WV Division of Personnel to comment or provide a Fiscal Note.
