House Bill 3138 would require the Higher Education Policy Commission to submit a plan to the Legislative Oversight Commission on Education Accountability on their findings regarding the funding, type of plans, coverage, groups of employees that would be covered, challenges and suggestions for short-term or long-term coverage for paid childbirth leave. This plan should consider faculty members of both genders. There would be no additional cost to the State to do this study

FACTS:
If there would be legislation mandating paid childbirth leave, currently there are 4,456 full-time faculty at public higher education institutions with an average salary of $63,473. If a faculty member were to be paid for childbirth leave for a minimum of six weeks, the cost is estimated to be $7,500 for a six-week period.
