Explanation of above estimates (including long-range effect):


Fiscal Note. $0. Explanation of Bill. The bill would add one or two additional faculty members and two non-classified employees to the West Virginia University and Marshall University Boards of Governors and allow the Governor to appoint an unlimited number of board members who reside outside of West Virginia. The bill, however, does not purport to change the overall number of members on either board. Fiscal Impact of Bill. Because the legislation does not purport to expand the number of board members, staff estimates that this bill will have no additional cost. In theory, one would expect the appointment of more institutional employees to the board to reduce travel costs slightly, while the appointment of more non-residents to the board would increase travel costs slightly. Staff estimates that these costs, which would be de minimis, would be offsetting.
