Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The transfer of responsibilities of all delinquest land sales form the County Clerks to the West Virginia State Auditor's Office is the major reason for the increase in revenue show by this bill.
The personal services increase shown is a result of two to three additional employees being required by the West Virginia State Auditor's Office to enact the legislation.
Estimates used in determining this fiscal note was derived from data supplied by 29 County Clerks and from the 2005 Sheriff's Tax Sale list that was provided this office. The 2005 tax sales occured between October and November of 2006 and is the most recent sale that would result in deeds being issued by this date.

Explanation of above estimates (including long-range effect):
$170,000 - two to three additional employees needed by the State Auditor's Office to carry out the intent of this legislation.
$65,000 - Additional amount for required postage.
Memorandum
There is a savings to the purchasers of delinquent property, while at the same time making it convenient for the owners to redemm their property. At the present time, property can be certified to the state or sold to individuals at the Sheriff's Tax Sale and in both cases the property can be redeemed at the State Auditor's Office and at the County Clerk's Office. This bill would elliminate confusion on the part of the taxpayes by giving them one specific office at which to redeem the property.
