Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to require the Department of Health and Human Resources to maintain information for public dissemination relative to judicial bypasses to the requirement of parental notification relative to abortions performed on minors.
WV State Code ยง16-2F-1 et seq. provides for a waiver of parental notfication, for good cause shown, by a physician or judge for a physician (not the one who waived the notification) to perform an induced termination of pregnancy (induced abortion) on an unemancipated minor without notifying the parents. Information about this process is already collected under that statute. In addition to what is currently collected, this legislation requires the Department to also collect the name of any judge who waives parental notification and to publish the names of judges who waive parental notification and some details regarding the patients whose notification process was waived in an annual publication of vital statistics.
The Department estimates nominal costs associated with a few changes to the current form and vital statistics publication. There will be no new revenues.

Explanation of above estimates (including long-range effect):
As the work required on the part of the Department would be nominal, the personnel time for one-time limited form redesign, data entry redesign and creation of a new table for publication is anticipated and can be absorbed by the Department.
Memorandum
The proposed law calls for publication of individual record data from the induced terminations of pregnancy database. Individual record data at the detail level described is never published due to confidentiality concerns.
