Effect this measure will have on costs and revenues of state government.
West Virginia Correctional Industries is a special revenue fund, receives no appropriated money, and is completely self-sufficient. The fiscal impact on the expense side should be insignificant due to the nature of service industries; however, the potential revenues could have a sizeable fiscal impact once the service/PIE industry programs are implemented and inmate workers are trained. At this time, we cannot quantify expenses and/or revenues due to no current contractual arrangements with any entities for service contracts and/or PIE programs. Both of these programs will increase the employment of inmate workers in the Industries programs, which is the mission of WV Correctional Industries.
