Effect this measure will have on costs and revenues of state government.
If this bill becomes law, it will provide tuition and fee waivers for children survivors, twenty years of age or less of domestic violence deaths. As reported by the “West Virginia Coalition Against Domestic Violence”, there were seventeen fatalities that are classified as domestic violence deaths in West Virginia during 2008. This information was derived from scanning media reports. Of those seventeen fatalities, only four are reported with children under the age of 20. Of those four children, only one could be college age.
It is estimated that one child would meet the criteria for this waiver and the estimated cost of this waiver is less than $5,000 per year based on the average annual tuition of the State’s four-year higher education institutions.

As tuition increases in subsequent years after FY 2010, the amount of this waiver will increase.
