Effect this measure will have on costs and revenues of state government.
This measure adds December 7th, "Pearl Harbor Day", to the list of legal holidays. This would be a day for which State government employees would be paid without performing any services for the State.
The earliest date this could be in effect, if passed, is in FY 2010, so there is no cost for FY 2009.

Explanation of above estimates (including long-range effect):
The estimated total cost includes the cost of one day of pay for all filled FTE positions as of 1/31/09 plus matching benefits (shown as "Other") of 15.65% for higher education and 20% for all other agencies. The matching benefits include 2% for Workers Compensation, 7.65% for FICA and Medicare, and 6% for retirement for higher education and 1.85% for Workers Compensation, 7.65% for FICA and Medicare, and 10.5% for PERS.
