Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
This program transfers responsibility for administering the Complusive Gaming Treatment Program - performed by a private sector contractor - from the West Virginia Lottery to the Department of Health and Human Services. Three different statutes administered by hte Lottery earmark part of its non-appropriated administrative allowances to fund this contract. This contract is now between a contractor and the West Virginia Lottery; upon enactment and the effective date of HB 4402, future contracts will be between a contractor and DHHR with the Lottery continuing to provide the funding.

Explanation of above estimates (including long-range effect):
This program is being transferred to the Deparment of Health and Human Resources from the West Virginia Lottery. The total money value of the effort remains static. The administrative cost figures in section 2 above are zeroed because the Lottery will not save personnel and other costs by the transfer. The Lottery's main purpose was and will be to provide funds for a private contractor from its non-appropriated administrative allowances.
Sources of funds:
$500,000 from the Lottery's State Lottery Fund administrative allowance
$1,000,000 from the Lottery's Excess Lottery Revenue Fund administrative allowance
$ 100,000 from the Lottery's Racetrack Table Games Fund administrative allowance
The Lottery will no longer report to the Legislature annually concerning this program; reporting will be DHHR's duty.
