Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The proposed legislation would alter a primary funding source for county and regional Solid Waste Authorities. Currently, a solid waste fee of fifty cents per ton is imposed on landfills within the jurisdiction of each SWA. The bill would remove the tonnage assessment and permit the Authorities to impose a fee on refuse carriers of up to ten cents per "collection," an undefined term, but one that I presume to mean an individual event of curbside or receptacle pickup. The stated purpose of the bill is to increase the gross amounts collected, but it will have no direct effect on state revenues in any event. The fee is currently imposed on private industry for expenditure by county or regional entities, and nothing in the proposed legislation purports to change that essential structure; the state fisc is therefore not implicated.
