Effect this measure will have on costs and revenues of state government.


This bill requires that the chief technology officer create and implement a program to refurbish and donate state surplus computers which are no more than four years old to public schools and to public school children, based on financial need rather than to be disposed of through the Surplus Property Unit under the Purchasing Division. The passage of this bill would have a detrimental impact on the budget of the Surplus Property Unit and their ability to pay their employees. It will result in a loss of revenue to the Surplus Property Unit in the amount of approximately $125,000, causing employee layoffs and the inability for this agency to complete its core mission of properly disposing of state property. The Surplus Property Unit is a self-funded agency with revenue for operation and personnel services generated from the sale of surplus property. If this bill passes, the Surplus Property Unit could not continue to operate with its current staff level, unless the Legislature would require alternative sources of income to compensate for the loss of funds.

Explanation of above estimates (including long-range effect):


The future impact of this bill is unknown; however, this estimate is based on the average annual revenue produced by the Surplus Property Program from the sale of computer over the past four years. The revenue that has been generated for the Surplus Property Unit from the sale of personal computers is listed below for past calendar years: 2004: $147,868.52 2005: $112,332.60 2006: $122,649.60 2007: $89,721.92* *Computer sales ceased for approximately 3 months due to the pending computer donation bill last year. Eligible organizations that have purchased computer equipment over the past four years include public schools, private schools, municipalities, volunteer fire departments, public service districts and state agencies.
